If you're staying near Tunjungan or the central business district, walking plus the occasional motorbike taxi is often faster than sitting in Surabaya's notorious jams. Skip the unofficial "airport taxi" touts outside baggage claim, they'll quote triple the app rate. For the airport run, the honest play is the official Damri airport bus that drops at several city points for the price of a coffee, or a pre-booked GrabCar if you're loaded with luggage.
